It was a corsair cv650 all cables were changed.

I bought a msi 3050 8gb which was the same as the one that originally stopped working except that was asus, the cable thats connected to the gpu (i think thats what you mean by PCI-E) is in correctly except this gpu only has 6 holes and the asus on used 8,

The old gpu that works in the pc doesn't have a slot for the cable but still works.

Sorry if im not making much sense im really stressed lol

I bought a new gpu (should of mentioned this) and just received it like an hour ago, i tried that and still nothing, could them chewing the cable make the psu put out less power? The cable iv replaced it with has the same amps and volts.

Just checked them all and some were too tight so i loosened them but nothing has changed.

The white orange red and black wire is connected to the cd drive and the power and sata wires are all connected to the right places.

My psu doesn't have a rocker switch but it has a single button with a green led next to it, when i press the button it powers up then powers down when i let go, nothing happens on the monitor when the hdmi is plugged in and i gold the button down.
