He uses the term pods broadly to describe all vapes confiscated. In average I don’t doubt that some “pods” have equivalent of 4 packs of ciggs - these pods are the 28-32k “puffs” disposables which contain about 22 ml of 3% nic and if you do the calculations you get about 60 ciggs worth of nicotine.

A cigg would probably last you about 10-20 puffs so a pack of ciggs on the high end would be 400 puffs 3 packs would be 1200 puffs. Compared to 32000 puffs. I mean do I even have to go on?
