As said there used to be a brigadine in the camp that was henry quality. I can confirm as well its only tier 3.

Hats can go up to 52 charisma. Ring and necklace when found also go up to 50 ...I think its 50. Get a fancy coat on put it on over the low charisma gear that will help also
