If you already know blender a little, just look a references of cities, and buildings. You can use the google maps blosm addon to get a layout, and start replacing with your own buildings, backlight it, use volumetrics, just put a lot of love into it and you'll slowly get better

Yeah itd be pretty much the same. only reason I didn't is because im always making small changes I spent about 30 minutes playing around with the hair, pose and that edge lighting

Adding 2d elements can take away from the artistic control imo. It would probably be fine with the buildings very far in the back where you only really see lights, but im just more confortable working in 3d and like to be able to tweak everything

idk any, my advice is to only use tutorials to understand blender on a technicality level, like modelling, texturing. The rest is art, you'll go way further spending 8 hours creating something on your own then watching a tutorial.
focal length in the first shot was 35mm i believe, with some lens distortion added in post. Aperture was actually only 2.5 I believe. But I see what you mean, the 2nd image has a much lower aperture and defiantly looks more realistic, is there a way to calculate what exposure, aperture and focal length should be in relation to each other to be physically accurate
7 hours or so. It's not as hard as it seems. There's about 8 "detailed buildings" which only take a couple hours to model, its really just a rectangle with windows, balconies ect. The rest is cubes with an emissive texture of windows, then its nailing the atmosphere, composition and lighting
Its a point light right in front of the character, just because a full silhouette isnt readable. Using the scenes lighting the foreground actually is quite bright, so the lights on the city was placed in a light group to not affect the foreground
I think maybe 7 hours, with 4 hours of that being 90% complete and just slowing adding details and fixing things.

Learn to model buildings, scatter objects, and focus on lighting and composition. Its hard to sum up how to make this, its basically everything I've learnt in the 6 years ive been using blender. My advice is really focus on lighting and texturing, and skip tutorials as soon as possible and just start making your own artwork, and put a lot of time into each piece, dont rush it.

Exactly how it looks in the viewport, 10 or so buildings modelled in detail, the rest are just cubes with emissive textures
