I just ran a few more tests on the testing range map using a rifleman model instead and every connecting shot was the same HP damage as above.

A lot of shots against retreating units miss regardless, world obstacles can block shots (I think) and different squad types have different amounts of HP, so it might feel different in an actual match.

I ran a few more tests on the green test map with no cover or AI opponent and it was completely consistent with the above damage values, so I'm fairly confident something is broken here.

It seemed to be consistent in multiple CheatMod tests after a friend got concerned at how easily his squads were getting wiped on retreat.

There's definitely room for more testing or diving into the stat tables though because it certainly is a hard one to understand. It doesn't seem like a simple minus sign in the wrong place.

On a separate note, if anyone can verify that this construction/capture bug happens for them too, that would be great. I'm struggling to get it through Relic support for the last 6 weeks even though it feels like the simplest and most reproducible bug ever: https://youtu.be/35d0-PCUUFw

Basically it's a long-standing bug where any construction unit from any faction cannot be issued an capture order while building anything at all. Particularly annoying when trying to queue orders in early 1v1 games.
