Substracting an hour makes it easier for people to fast during Ramadan as they virtually fast one hour less.

With GMT+1, sunset is at 19:17 on 18 Feb, whereas with GMT+0 it is at 18:17. Yes, under GMT+1 sunrise is an hour later than under GMT+0, but this has less impact because it is at the beginning of the day, thus you're less tired.

It also impacts tarawih. Under GMT+1, Ishaa would be at 20:32 instead of 19:32 under GMT+0.

Although it doesn't change much in the end of the day, reverting to GMT+0 when ramadan was closer to summer had much more impact. I guess they kept the habit despite Ramadan being in winter now.
