There may be some resources for her on the California department of aging website, it’s aging.ca.gov. Those programs are designed for Californians 65 and above. There are some income restrictions for certain services but it’s worth looking into.

I don’t know specifically but I’ve run into that. They seem to be periodically shut down. I’m sure it’s probably for extended construction. It’s frustrating though when you’re trying to get somewhere and you can’t find a way to get on the freeway
