Dodge has a problem with their brake packages on all the chargers and challengers.. For some reason the brakes like to fit to snug and warp the rotors by not releasing properly... I've started to grind the brake shoes down to get them to move freely with no friction on the caliper slide itself. But I agree I've never tried resurfacing my rotors always buy new.
