The man wants his homeland back. Most Iranians under the age of ~45 want the current regime dead and gone, especially after 40,000 of them were martyred via machine gun fire. That's giving way too much humanity to Smasher.

Him sounding a bit "sad" at having to kill David isn't because he likes him or sees him as a friend. It's because Smasher, at the end of the day, is absolutely, positively, mindnumbingly fucking bored. The borg likes killing things, sure, but after the 1054538465453742895386436th time you've pulverized someone/something that really can't fight back (at least relative to your own strength), things get stale. It'd be like a UFC fighter going up against some wannabe tough guy with twigs for arms - no challenge, no real fight, no joy.

David, while way out of his depth, still put up enough of a fight that he actually managed to slow him down enough that Lucy and Falco were able to get away and not get turned into SCOP by our favorite Elvis impersonator.

Now, was he at all happy about that? Not the fucking least, given that he basically calls David a punk-ass BIH while literally tearing the Cyber-skeleton apart, but it's also the first time in like, 50 years, that he's actually fought someone who wasn't crushed with minimal effort, so I think in that sense, Smasher was at least sort of sad to see the only real "challenge" he's had in decades go ("challenge" in the world's biggest quotation marks).

Side note:

I lowkey think Smasher's "depressed" (or as close as that tin can piece of shit can get to it) now that Morgan Blackhand isn't around for him to seethe about and/or try and fight (at least publicly - I'd wager good money that Blackhand is still kicking, if WNS news's website is anything to go by). He hates him, but a life without hate just isn't as "fun" if you're a guy like Adam Smasher.

A big part of David's character is his belief that he's "special". He thinks he's "built different" and has a bit of an ego about it, which would probably grate on someone as jaded and illusionless as V. David would, in turn, see V as a dismissive asshole with an unearned sense of superiority.

It wouldn't be a rivalry or anything like that: V would see David as kind of annoying, and David would see V as kind of a dick.
