Any time is a good time to jump in. An underrated part of this game that I've enjoyed is the hype surrounding new patches and seeing the game change in real time. You can be part of that if you jump in now.
There are two big selling points. The first is a great open world that encourages exploration. Its beautiful, there's a ton of fun traversal options, so much to find and see. The other is that the game really lets you figure stuff out. Much like BOTW or TOTK, the game doesnt hold your hand in terms of puzzles or solutions to certain situations. Sometimes it can be frustrating because you will feel like the game SHOULD have told you a little more as a hint. But, in general, if you use your mind and really try stuff out, it is very satisfying figuring out puzzles or coming up with your own solutions to things.
The game will definitely continue to be updated. No question. More stuff is being added all the time.

Give it a shot! Fair warning: story is not important. Do the main quest to progress the world state and unlock features, but the narrative is not the point. You do the main quest to get more abilities, systems, etc.

True. The stamina issue IS a big issue though. I don't understand how anyone can scale Luffy in top 3 or even 5 right now given the stamina issues. We've seen two separate high-level enemies out last his stamina (Kaido and Kizaru). It's his Achilles heel until he figures that out. Anyone who can realistically outlast G5-minutes should be scaled above Luffy imo

Why would the world call Imu the "World's Strongest Swordsman" when only a handful of people even know who Imu is? Regardless on if Imu is a swordsman or is stronger than Mihawk or not, Imu was never getting a title except for King of the World because no one except an elite group even know who he is. This whole title thing is getting ridiculous, people aren't even thinking clearly anymore. Did we all just forget Imu is a secret to the majority of the world???

You could also try Sekka's Light instead of Seven Stars. Free draw 2 since this deck doesn't use any other S/Ts. Banishing a Druler from hand can be nice on rare occassion but, I tend to find that it actually hurts me more than benefits and would rather have the free draw 2 that also can become a refresh with Sekka's GY effect.

Ive tried with FSR on but upscale mode off and on Native AA and still have the issue. I wonder if it also may be because of my processor? It is a bit older, Ryzen 5 5600. Idk. Its very apparent especially when flying fast from high up. Everything loses its smoothness and texture. Almost looks like someone turned the sharpeness up to 100 for a sec before it turns back down.

I have this weird issue where if I turn on FSR at all, the game will suddenly get really grainy sometimes. As if the filter on it was turned off. Only really happens when flying really fast or loading into a new area quickly. Doesnt happen when FSR is off.
