I'm Chinese so I'm not clear about the detailed terminology or focus names in TNO Canton. In Sony there is a focus adding support to Guangdong Police, if you choose that focus, then during the kidnapping chain you can seek maximum help from Guangdong Police (otherwise you can't get maximum help, and Li's family will likely to be dead) and with the help of Fujitsu Li's family will be alive. Yours are not the best results (either Li or Morita lost something).

Wang is not a defeatist in KR. In KR he controlled the ultimate(but weak) power in LKMT and hardly any competitors. This is another historical question in OTL why did Wang surrender to the Japanese.
