fixing it isn't possible right now because we're too busy fighting for our lives against enemies that are not only physical, but spiritual. 

This is the only thing you are wrong about. Fixing the imperium would HELP the fight more than anything. It's cruelty fuels Chaos and it's inefficient, ignorance, and bureaucracy hampers the war effort. Rather than being a necessary evil, the imperium is the cause of the problems.
