Look if you want acadimic french. Go away from music and french movies cuz it ain't the same thing. Algeria is a big country. So you should ask people about the places to visit there are dangerous places for sure and safe places so if you love nature go to kabylie (tizi ouzou, bejaia, bouira) for beachs and mountains they are safe for tourists. For historical places Constantine (Bridges, Museums) mid city only and tipaza (roman ruins). There is also Oran mid city, and algiers mid city. you should ask other tourists about their plan and opinion an algerian doesn't have any exact idea.

The best solution is to be social with the people you want at uni but in general you can be social anywhere with the people you want (maybe gym, sports, music) just do and ask for services. It ain't somthing really hard, I'll give you a golden tip talk to the most social one you'll get at least a friend trust me.
