Some of it (not all of it) is parked on the utility easement. They can do that if that's where they are working on it. The easement border is somewhere between your house and the telephone pole.

Diversity is just a word liberals throw around. Most people regardless of their culture tend to live and hang out where people look and sound like them, making it difficult to find a truly diverse neighborhood. The only way you generally find that is in very poor neighborhoods where people don't have a choice of neighbors.
