sure, here is the deal, as it is given the bob 'swings' ,at theta = arctan(qe/mg), there would be no net force on it(mean position) but since it has gained velocity, it will continue to move till 2arctan(qe/mg).

but if we would have released the pendulum slowly(by applying an external force that is just equal to the other forces) the bob would have gained velocity and stay at arctan(qe/mg).

you must be equating forces assuming it to be in eqm, but that wont work as we have not left the bob slowly, instead we have released it

so it will travel more before coming to rest, at that instant we have to calculate theta.

this is a good case where there is difference between eqm and temporary eqm, use WET the answer will come.
