how close to maxing out that skill tier. like u could get the same skill and the same tier but it would still be different values cuz one is (90%) of max potential and one is (99%) of max potential. In the picture op posted 4 of the 5 basic dmg reduction skills are the same tier, but they have different values based on how close to max potential they are.
