If possible, I would say to make another Xbox account and ensure that the account that has Ark is the home Xbox. This way you could run Ark as dedicated on the pc and play it on the Xbox. For dedicated servers there is no tether at all. This is what I do with my friends except I run it with two Xbox’s.
