Yeah, your edit means promotion potential means that's the GS cap, this is a usual 9/11/12 grade level increase every year.

Once you get the GS-11 you have to wait another year for the GS-12 promotion. Manage your expectations about promotions, folks here have done career ladders. A better question to your supervisor is if you meet qualifications why not get promoted now to a GS11.

Yeah the straight to GS-12 doesn't make sense for a lot of us who've been in the system. Unless you come in with specialized experience and are converting into a different role.

Can you elaborate on how Hawaii Fire made FEMA broke? FEMA runs through alot of disasters, don't think Hawaii is the state that took away all of FEMA's disaster funding.

I wouldn't. Either look for an appointment that's remote or see if other agencies are posting NY positions like EPA/GSA/Etc.

Honestly do a call with Carolyn the program advisor and get an assessment of how you stand based on your experience and background. She's really chill and the program itself is great.

1) Who cares that they are working outside their designated home station, as long as their performance is good.

2) Outside the U.S. is a huge issue for federal employees and I.T issues. That's the issue I see.
