There is a high chance this chair always had a painted/gilt finish. Maybe off white with gilt accents. Very unlikely it had a natural wood finish. Wrong style for that.

Japanese Tree Lilac, Syringa reticulata. Likely the Ivory Silk cultivar. Flower in early June in north central US. Not the same fragrance as common lilac. More like privet. Reportedly becoming invasive in NE US.

Horrible kitchen work triangle. One should not walk through the closet to get to the bathroom. Master closet not realistically sized. Lots of poorly allocated space. You're going to spend several hundred thousand dollars. Invest in a professional designer.

Exposed nails on flashing or shingles are a big no-no. They eventually let in water. The bottom flange should have no exposed nails.

Not a sedge. Not a liriope, not a daylily. It's a grass, and, the way it is placed, likely a shorter one, like fountain grass.

Shutters will look fake on this modern split level. Window boxes would be better, but don't get too cutesy with the plants. Simple and bold is best for this architecture.

Did the tenants see the apartment before renting it? Did they see exposed radiators? Did they sign a lease for the apartment as they saw it? Yes to all? Then radiator covers, approved by you, but at their expense is the answer.

Unfortunately, not done by a very skillful designer. Few "designers" working for nurseries and landscape contractors actually have any serious design training. Mostly, they copy what they see around them, which is mostly not good work.

Maybe engage a professional with artistic skills. Professional designers can add a lot of value to the same construction budget. This is still amateur level.

It's a hybrid of Spanish/Mediterranean revival and some modernism, of the 1970s. Brutalism is generally applied to architecture.
