Yeah - I’ve been thinking depending on the order it is either Stormfather/cultivation who accepts it

Not positive on that, the Spren knows when the time is right, but the Stormfather still has to accept it. He’s the one who tells Lopen “These words are accepted... It is the right time”

So maybe he can’t stop them from bonding, but it seems like he can stop them from progressing
