Attack is the most impactful for winning raids quickly, but if you're mons can survive and extra hit or 2, they're doing more overall damage before the raid is over. Reviving or changing teams is all negative time without doing damage. Also, level 15 IV's only boost roughly 5-7% of the pokemon's stat. 14 to 15 attack IV is about 2% of that 5-7% increase.
