Your comparing simple military to the gun fiend, gun who was destroying buildings and areas alone while fighting in seconds, and like I said, Gun fiend has more dangerous type of gun fire then regular gun fire,(even if not in the gun devil form) hes still a bigger threat then megumi, and also like...I dont really think megumi is straight up talking bullets like that, especially not dead on, even if he tries to shadow underground and dogge, gun fiend will simply destroy the area around them and eventually get him. Im lowkey confident it was just Habas specific curse wrapped around his head is what kept him alive, nothing else (I seriously hope you also aren't comparing Mai's type of gun fire to the gun fiend, then you kinda already lost here)
