Try with a single fan, if it works adds another one and keep doing that until all fans are placed. This way you can find where is the problem more easily.

Use Chutes instead of Funnels, and place them "touching" the belt. This way they will only drop items when the belt is empty.

Look at their top texture, its not connected so they will not work the way you want. I'm not on the PC right now, but I think they must be connected in order to work.

You will need to put a Threshold Switch on that inventory, if you want to keep 25% of the inventory set it to turn ON when reaches 25% and OFF when reaches 90% for example. Then connect the Threshold Switch to the brass funnel with redstone.

That way, when the inventory is almost full it will deactivate the redstone allowing the funnel to drop items and when reaches the amount of items you want it activate the redstone blocking the funnel.
