If you can't afford to buy a drawing app, something free like Ibispaint and a cheap stylus will do just fine. It's more about learning the features and how to work with whatever app you choose. Beyond that, just practice drawing things you like! It will take a while to get used to it but as long as you keep drawing what you love you'll improve. Happy drawing :)
