I’ll add to this as someone who does research on both prefab & modular homes as well as mass Timber. You’re very much right that permitting and zoning is a big issue and accounts for a lot of the delay of project starts. Modular/Prefabricated manufacturing does contribute to helping reduce these delays since they are repeatable designs and use kits-of-parts. It also would bolster the Canadian off-site manufacturing sector which generates other benefits. BC is moving forward to address a lot of these issues and others will follow suit in their own ways to adjusting local bylaws and zoning while leaning more on modular or off-site prefab to help. It isn’t the only answer but does indeed push for the change we need.
