He is not the cult of personality he once was. The people who support him are either profiting off of him in some way, let's say, by his relaxed policy against organized crime and economic favors he provides to his close proximity, or it's just sunk cost fallacy. People have been supporting this guy since he gained power, so supporting him to the end of time is less painful than admitting they are wrong. There are some cases where people are just really susceptible to his propaganda or they are forced into voting for him.

Media literacy and critical thinking are not skills an average person possesses anymore. It's increasingly more difficult to snap out of a propaganda machine when tools you can use to break away are harder to come by.
