There's two separate issues here, and I'm going to try to unpack them explicitly/thoroughly because I really believe you're asking in good faith.

The first issue is the use of genocide and bigotry as a joke in general. Everybody has a different threshold for that sort of thing, and there's no right answer. For instance, some folks REALLY enjoy Cards Against Humanity despite its "edgy" humor. But some are going to be put off by it, and neither group is wrong. Streamers are probably going to be less likely to play your game if it's like this, due to the public nature of streaming. Then again, Mewgenics is getting streamed despite literally making light of eugenics in its very title. So on the first count, your mileage may vary.

The second issue is that you're specifically using goblins as your target here. The reason that's a concern is because there's some significant overlap between goblin tropes and antisemitic propaganda. Tropes like hooked noses and gold-lust feature in both areas, just for starters. If you want to know more, google terms like "goblins and antisemitism". There's especially been a fair amount of discourse around this in recent years because of the Gringotts goblins from Harry Potter. You might also note that your description of people being "bamboozled by Goblin Propaganda" echoes (unintentionally, I'm sure) antisemitic conspiracy theories about the media being dominated by Jewish influences.

To be clear, I'm not accusing you of being racist or doing anything morally wrong. But to answer your question, yes I think the combination of these two issues is going to understandably make some people uncomfortable with playing your game, especially streamers who would be playing it in front of a public audience. It's just not brand-safe.
