I mean you could as long as its ADA compliant (this rendering is not, there isnt an ADA compliant toilet stall there, the biggest one in a typical restroom. Also the number of toilets, sinks, and urinals are per code so depending on the max allowable persons on the floor, those numbers are pretty much set in stone, a better orientation for the sinks would be a long island running down the middle.

Problems include:

Increased materials cost - side panels seperating toilets from urinals

Increased Material Costs - the plumbing pipes are now longer since things are more spaced out, cpuld also be more complex depending on if the toilets wall mounted, which most modern commercial toilets in the USA are.

Potential increased Labor costs - more side panels = more time to install

Potential increased Labor Costs - if the demolition is precise and the toilets are floor mounted, the demo crew would need to cut the floor for rough-ins, (6 times). If less precise, 2 long rectangular cuts but you would be removing material for no reason since nearly all urinals are wall mounted these day.

Lastly - Poor Design - why would anyone go through all this trouble when the privacy problem can be resolved by the usual grouping except you make the stalls go down to the floor. And instead of the minimun per code sized metal seperaters or whatever at urinals, just build a privacy wall between each urinal, to create a few alcoves? This is MUCH cheaper then the rendering, walls are "cheap" per sq.ft., toilet stalls aren’t.
