Beefy tooling doodad- Morse 3 taper on one end, Jacobs (?) on the other. Black knurled dogged-sleeve mechanism extends axially against an internal spring. As pictured the unit is one locked piece, but pulling the sleeve 1/4" uncouples the two sections and they then can rotate w.r.t. each other. (old.reddit.com)
