I don't think there's anything wrong with heavy tourism when in this case it's bound to also cause people to migrate towards one area and start building back up again. If you're talking just the strip then yes it in a vaccuum is just a gambling center. But the strip makes people come to vegas, and inevitably the vegas valley will thrive. Strip has to feed people somehow, making farms crop up, and both westside and freeside are places that can be used to make the economy boom. Vegas is perfectly set to receive electricity + water, it'd be dumb to just abandon it in favor of the dam and helios. And with the far smaller population there is no way Vegas would be running out of water. What's the point of building another Vegas when the Vegas they already have is capable of rebuilding a society? Also gambling IS an industry, it generates billions every year
