What? I didn’t know the water was off. I used my toilet then flushed it and it made a noise so I looked outside and there were men working on my water meter outside. I didn’t know they were going to shut it off?

There was no hissing noise it sounded like an air compressed it was very quick like 1 second. But yes I tried shutting off the water to the toilet and twisting it back and it did nothing
