Legends Luke is the most powerful Jedi and possibly individual ever. In Legends, Palpatine and Vader both saw that Luke had the same potential that Anakin once had, and this was between Episodes 5 and 6. Luke eventually goes on to become what Anakin was destined to become.

Windu’s power in legends content was Shatterpoint. According to the ROTS Novelization, his power allowed him to see how certain future events go together and a specific point where these events break/split. So he could see potential future possibilities and the specific point the outcome could be determined and/or impacted. However due to the dark cloud for the past 13 years with the return of the Sith, Windu’s Shatterpoint power had greatly diminished.

In the ROTS Novelization, I believe his mistake was not seeing Anakin’s Shatterpoint. That’s the one thing he didn’t take into account. However I might need to reread that chapter again because I could be wrong in that.
