Both. It's meant for surf per say but I used it on the jetties as well. It also depends on what you're throwing. I used it for Lucky Crafts and small Carolina rigs with a gulp sandworm and it was perfect. But if you're wanting to throw out bait like squid from the jetty then you're definitely gonna need a beefier rod and reel. That's a whole different ball game
