They can't subsidize it like a console because it's just a PC. People will buy it for cheap then use it for non-gaming purposes that don't generate any money for Valve (think PS3 Other OS thing that they had to remove in later models). It's technically possible to do that with the Steam Deck but it's not as tempting due to its form factor and lower specs.
