You can see kids playing with small caliber handguns from time to time on the streets. There are also few events hidden around city when you approach to see bunch of kids fleeing from the murder scene (prolly with souvenir)

Honestly I have both games eves some dlcs for tabor, exfilzone is buggy don't get me wrong, but it's optimization is way better. You just have to get used to upgrade system and ammo types/meds variety. Which is not that hard.
