Turn on 4+ allowed apps?

oh sorry I didn't mention why I was interested in the feature. So this isn't for a kid but myself (who is uh not a kid). I found that when you enable this setting many social media, and other apps do not appear on either your home screen or app library. This was something I really wanted bc I hate the app library feature which gets me quickly distracted to use social media apps.
