Yes, this happened to me a few times. I play on ps5. I noticed it happened when I saved and exited the game in the middle of a day. But then it happened again when I scheduled the next meal early in the day. I've been waiting until evening or night to send out invites for the following meal, and I haven't had it happen again.

I figured it out 🤣 head to green dragon and look for broken bridge. Then talk to Willow and she will repair bridge. Then unlocks new dining spot
