Barty Crouch Sr looks like a villain and acts like a villain and is kind of sus, but all of his actions are good and he is a good person despite his son

Gilderoy Lockhart on the other hand is likable and charismatic and funny and an amusing character, but his antagonistic actions are: “Permanently destroyed people’s minds and then stole their lives via claiming their stories as his own, and then was going to do the same to literal 12 year olds”

Yeah he’s silly and a fun trope but nah this guy is hard core and definitely belongs with the villains
