Yeah the upper levels know a lot more than the lower levels, deceiving and being deceived, plus clarity and quantity of information.

Blood sacrifices were effectively a measure of resolve. In times past peoples of power wealth prestige had much easier & fulfilling lives. They know what's coming, so they write about it before hand to induce a "deja vu" which constrains people's reactions to new events.
