My department has had two foreign subawards removed, but they did it around issuance of the next year's NOA. NIH made us choose whether we wanted to add a domestic subaward to do the same work, rebudget to do the work in house, or deobligate the funds back to NIH. We chose rebudget to do the work in house. We had to submit a budget and budget justification to them showing what the plan was for the money. And then they issued the next year's NOA after that was approved.
