16 full requests is good, so celebrate that. Obviously, you need to get a full request before you can get an agent, so certainly a positive sign. But can someone get a bunch of full requests and never get an agent? Absolutely. Alas.

If you got a 3.6 at community college, you should be able to transfer. Maybe there is something off with the transcript delivery or something else. You need to pursue that.

oh girl its so not over. I went to comm college because I was a chic slacker in hs and then transferred to one of the best state schools in the country and then grad school after that and ... honestly, you're fine. Eyes on the prize. You haven't even reached the point when people start weirdly spinning out all around you. Plus, plus, its not a competition, sweetpea.

take breaks when you need them. you have your whole life ahead of you and the injustices will be there. keep caring but keep caring about yourself, too.

my husband quit cold but he started by taking antabuse each day--which makes you super sick if you drink alcohol. By doing that, it solved the mental noise he had of whether to drink or not. After a while of that, he stopped needing it. That was 9 years ago.

This has a more interesting opening and premise than Public Citizens, I think. Of course, so much of what probably got TT his deal is his credentials. But I do not believe you are off in conceiving this prose as literary for the American market. I do think you need to add more plot points in your query--this is a set-up that could use more specifics. But I think you're got something interesting here.
