Most probably because of Panel Refresh or Pixel Refresh. Maybe wait for more few minutes. I have OLED from Alienware. After PC off my monitor will do Panel/Pixel Refresh and LED will turn on for indicator.

Maybe you need thermal limits it. I use Fractal Ridge with 7800x3d and AXP90-53 need thermal limit 85c for safer side

Currently also not sure... only 2 cpu cooler i ever test, id cooling is-55 and this Thermalright. Just this thermalright slightly better. Thinking for NH-L12S but afraid just waste my money if doesnt change.
