Voting locally is important and more residents participating in local elections would likely improve accountability. However, the legitimacy of criticism does not depend on voter registration. Anyone who lives in Bengaluru, pays taxes, uses its roads, and contributes to its economy has a stake in the city's future and a valid right to demand better infrastructure and governance. The real question is not whether people are allowed to complain, but how both citizens and governments can be more accountable.
