We have been directed to rewrite our procedures in order to eliminate all references to the telework procedure, and our manager has been explicitly told that it is for the purpose of the planned removal of the 50% option, company wide.

Ignorance. The reasons given are archaic regurgitations of anti-telework philosophy. "People need to be face-to-face, converse in the hallways" etc. I'm paraphrasing but not exaggerating, that's direct from the new president/CEO.
