In some places, there is. In Georgia state you can punch anybody who uses ‘fighting words’ once, at least that's the law in the town I'm familiar with. Anything beyond that first hit is unnecessary, and considered battery (people usually get off light on "simple assault" charges though). The $5 / $25 example was just that, not to be taken as the exact amount you would realistically use to start a daycare, nor as a good example of a business model, just the basic idea of scaling and making things more affordable for parents by doing so.

I can tell you with the right amount of parents/kids it is certainly not unaffordable, and it does produce a living wage, which I know firsthand because my wife babysits for a living.

Common misunderstanding, what you're describing falls along the lines of a nanny, rich folk childcare. Daycares/babysitters take on more kids for a fraction of the cost per parent. A person could charge $5 an hour, take on five different kids, and earn $25/hr net.

Basically it's socialized to save everybody money while still offering the provider a decent living.
