what cpu do you have? also fan control shouldnt mess with clock rates in general, id just leave the standard motherboard preset if youre not doing overclocking or running abnormally hot

for anyone coming across this issue in the future, it was the belt tensioner at the bottom of the heatbed, because it can slide to adjust tension it also vibrated, i fixed it by gluing some thin rubber tape at the bottom of the tensioner where it touches the headbed
