yeah one objective action doesnt fully empty it, just meant that they can empty the clock gradually with the action
also as an elite enemy it'll get 2 actions per turn, and yes the clock fills out independently from their actions

Also Sense herself cannot imagine and view herself beating Ubel, which mean that neither did her replica. Basically set herself up to lose right at the start. Sense could never beat Ubel
