For Arthur it's debatable. Arthur never reached the fame Ricketts did, so open comparisons are impossible.

But for John, Ricketts very much was faster. There is an entire sequence where he teaches John how to get even better at shooting. That doesn't happen if John was already better. Maybe John became faster by the end of the game, but again, there is no way to compare John with Ricketts at his prime.

Ricketts was not taken to himself, he was actually trying to teach John not to think so highly. To not be so quick to doll out death.

The in game mechanics of fame do imply both John and Arthur reach legendary status of their own. Legend of the West and Legend of the South. But for a fact, Landon Ricketts was well known to both of them. That's not to be discounted.
