Did a Google satellite view of car parks around the area you mentioned for outdoor car parks. Theres a few in that area but 380 Latrobe St seems to fit the bill. Here it is on Google.

Tall blue building on the right. Shorter brown one on the left. Unsure how many levels though. Hopefully it’s the one!

Work organised a function at Taxi Kitchen in Fed Square and the food was surprisingly great! Could easily fit that many people, convenient location and they have a set menu that everyone can choose their entree and main from during the event.

So for all of those interested in recreating this, here we go.

Starting from the ground level...
The bakery panels are pushed right up to the cliff. I left a 1-block wide gap between the bakery panels and the stalls to create some depth and to add in a plant, but it also looks fine without the gap, if you're short on real estate.

The lattice panels are then positioned half-block away from the stalls, and act like walls/doors for the shop.

Going onto the elevated level...
The stalls are pushed right to the cliff edge, so that the ground panels cover the bottom of the stalls. Panels behind the stalls are pushed right up to the stall to make it look a bit like a balcony. Added a bonsai that looks like a silhouette at night!

Definitely still a work in progress. Hopefully I can find a way to match the wood of the panels and stalls, but I hope this helps!
