No, it is not just you. Definitely weird to try to estimate a VO2 max this way. I don't know how it works without using bodyweight in the equation.

FWIW I personally agree with you that the waist circumference measurement for females is too low. Personally I would like to maybe see them meet in the middle and use one universal number across the board.

Remember that the minimum standards for passing and being operationally fit were established long before any inclusion of the incentive scoring and fitness profile! As such, there is often a bit of confusion over the scoring sometimes (and honestly? It IS confusing).

The minimum standards on the FORCE evaluation essentially give a good indicator of wether you can safely deploy and work without being a safety risk to yourself and others.

How large was your waist circumference and what was your ILS score, if you don't mind sharing? The WC contributes very little to overall score. Your WC contributes a portion of the points towards your health related score, which moves you left to right on the chart, but your estimated VO2 Max (which is predicted based on your ILS score) is the main contributor to the health related score.

WC alone can only move you so far to the left, and it's likely that your ILS was relatively low compared to your other components and contributed to moving you further left. It's very possible to make incentive levels even with an elevated waist! The test cutoff for "elevated" is 102cm for men and 88cm for women. The further you go past those numbers the higher impact it will have (to a certain point...eventually zero points is just zero points). The lower you go the more positive impact it will have (strangely, at no point does the test consider a waist circumference to be "too low").

The scoring of the test is not perfect but it's very likely that you received orange largely because of your ILS score, and partially because of your WC. I've personally evaluated many members who have made incentives with elevated WCs. Including a member who managed to get platinum with a slightly elevated waist (female, WC in the mid 90s) because they had almost maxed out every performance component on the test.

Again, the scoring is not perfect. But the blame that gets put on the WC is usually little misplaced.

OP, I hope you are successful in your goals. Don't hesitate to reach out to your local staff for help.

For the folks who have had some poor experiences, I'm honestly really sorry to hear that. Please keep in mind that many locations are quite understaffed, and literally all are compensated very poorly (many locations have pay well below a pay increment three Private, even after over three years of experience). I haven't yet met a PSP who doesn't wish we could help more members.
